Results indicated that among the cities studied the New Town Sadra according to matrix effectively coordinated and uncoordinated has better. Finally, with choose a dynamic model and SWOT analytical techniques characterized qualitative factors affecting the process and suit strategies to specific circumstances presented in each city.
