چکیده

  چکیده   با توجه به حساسیت و شکنندگی سواحل در برابر فرسایش و آلودگی‌ها،‌ اداره ساحل نیازمند یک سیستم مدیریتی کارآمد و یکپارچه است، تا در سایه آن توسعه پایدار در این گونه نواحی امکانپذیر باشد. در ناحیه ساحلی چابهار، عدم هماهنگی برنامه‌ها و کارکرد بخش‌ها و نهاد‌های مختلف در اجرای برنامه‌های توسعه، بهره‌برداری غیر پایدار از منابع آبزی و دیگر فعالیت‌های ساحلی به آلوده شدن ساحل و دریا منجر شده و در عین حال، تعادل فرآیندهای اکوسیستمی را در ساحل دچار اختلال نموده است. به عبارت دیگر، با افزایش جمعیت در ناحیه ساحلی چابهار و افزایش فعالیت صیادی، نا آگاهی نهاد‌های ساحلی از روابط و فرآیندهای زیستی موجود در ساحل و دریا، اجرای طرح‌هایی که از استانداردهای زیست- محیطی پیروی نمی‌کنند، جریان بر هم کنش طبیعی این روابط را مشکل کرده است. این امر، در دراز مدت باعث تسریع فرسایش ساحلی و از بین رفتن گونه‌های مختلف آبزیان در نوار ساحلی خواهد شد. تنگناها و محدودیت‌های طبیعی نیز در این میان، زمینه را برای عدم توجه کافی به مسایل زیست- محیطی در جریان فعالیت‌های انسانی در این ناحیه تا حدودی فراهم ساخته است. یافته‌های حاصل از این پژوهش، بیانگر آن است که تدوین راهبردهای توسعه زیست- محیطی، نیازمند آگاهی یافتن از فرآیندهای اکوسیستمی دریا و ساحل، شناخت محدودیت‌ها و توانمندی‌های محیط طبیعی همچنین نقش سازنده کارکردهای مدیریت ساحلی است. در این   مقاله، پس از بررسی محدودیت‌ها و توانمندی‌های محیط طبیعی وکارکردهای مدیریتی ساحل، به ارایه راهبردهای توسعه زیست- محیطی سواحل چابهار در افق‌های آتی توسعه این ناحیه پرداخته‌ایم.

       Abstract   Coasts are vulnerable to damaging effect of erosion in any area. Coastal management needs an integrated coastal zone management (ICZM) in such a way that a sustainable development can be established in these areas. In Chabahar coastal area the unregulated plans and activities of various parts aiming at accomplishing development programs, the unstable exploitation of marine sources, and other coastal activities have led to the sea and coast pollution. It has also led to disorders in ecosystem processes and balance in the shoreline. In other words, the increase of population and hunting activities in coastal area of Chabahar, unawareness of coastal organizations on relations and living processes existing in the sea and coast, as well as the failure of plans, which do not follow environmental standards, have imposed problems on the process of natural interaction. This has accelerated coastal erosion and the annihilation of different types of marines in coastline areas. Meanwhile, natural limitations and difficulties have also led to little attention to environmental problems with regard to human activities in this area. The findings of this research show that the compilation of strategies of environmental sustainable development needs an awareness of ecosystem process of sea and coast, distinction between the limitations and potentials of natural environment, and also the effective role of coastal management. Following the investigation of limitations and potentials of natural environment and coastal management activities, we have proceeded to propose the appropriate ways and to complete the environmental sustainable development of Chabahar coast in the future development horizons of this region.   r
